FCPD: Suspected driver in fatal Route 1 hit-and-run crash arrested

Local law enforcement has arrested a man accused of striking and killing a woman in a hit-and-run crash earlier this year.

Reginald Brown, 42, of Fairfax was arrested last Wednesday (April 23) and charged with a felony hit and run, stemming from the fatal Jan. 29 crash, the Fairfax County Police Department said.

Around 8:30 p.m. that day, a driver of a black Chevrolet Suburban struck 33-year-old Erica Tibbs and her 5-year-old child as they attempted to cross Richmond Highway (Route 1) near the Buckman Road intersection in Hybla Valley.

The two victims were not in a crosswalk when they were struck by the SUV, which was abandoned by its driver “a short distance away,” the FCPD previously said.

Tibbs, an Alexandria resident, was pronounced dead at a local hospital. Her 5-year-old son was in stable condition after the crash but needed stitches, NBC4 reported.

Family and friends honored Tibbs with a vigil in February, and she was laid to rest at Bethel Cemetery in Alexandria on Feb. 28, according to an obituary.

The FCPD didn’t provide details on how Brown was identified as the alleged driver in the crash but said in a press release that detectives located him with help from its Fugitive Tracking and Apprehension Team.

He is in custody at the Fairfax County Adult Detention Center without bond, police said.

Virginia drivers are required to “render reasonable assistance to any person injured in such accident, including taking such injured person to a physician, surgeon, or hospital if it is apparent that medical treatment is necessary,” according to statute.

Tibbs was the first pedestrian to be struck and killed by a vehicle on Fairfax County roads in 2025, according to data provided to the state. As of today (Tuesday), that number has grown to three, with fatal crashes on Centreville Road near Herndon and Route 29 in Idylwood.
