JUST IN: Driver charged with manslaughter for fatal Christmas crash on I-495

An Ohio man previously charged with reckless driving is now also facing involuntary manslaughter charges for his alleged role in a crash on the Capital Beltway (I-495) that killed an Annandale woman and her granddaughter.

The Virginia State Police served warrants with the two additional charges to Devin Juliana, a 48-year resident of Steubenville, earlier today (Thursday), according to a press release.

It’s unclear what led the VSP to pursue the new charges, nearly half a year after the Dec. 25, 2025 crash, but police have said Juliana appears to have been driving over 100 mph when his Dodge Ram pickup truck crashed into a Toyota Sienna minivan in the I-495 Express Lanes near I-66 in Idylwood.

Troopers were initially called to the scene after witnesses reported a Toyota Sienna minivan located in the eastbound Express Lanes with heavy rear-end damage.  All five occupants in the Sienna were taken to an area hospital.  Two passengers, a 75-year-old woman and a 15-year-old juvenile, later succumbed to their injuries.  The 75-year-old victim has been identified as Su Nguyen, 75, of Annandale, Va.

A short distance from the Sienna, on the mainlines of Interstate 495, troopers located a damaged Dodge Ram pickup truck with two injured occupants.  Both the driver of the Ram, Devin Juliana, and a passenger, Tiffany Juliana, now 44, were taken to an area hospital. Tiffany Juliana suffered serious injuries.

The investigation indicates the Sienna was driving in the center lanes of the mainlines on Interstate 495 around the posted speed limit of 55 miles-per-hour when the vehicle was struck in the rear by the Dodge Ram. The investigation shows the Ram was traveling at speeds in excess of 100 miles-per-hour. The impact crushed the rear interior compartment of the Sienna minivan and pushed it into the Express Lanes.

The teen who was killed has been publicly identified as Annie Vu, Nguyen’s granddaughter and a student at Annandale High School. A 12-year-old boy in the minivan also sustained serious brain injuries from the crash, according to a GoFundMe page that has now raised more than $86,000 to help the family with funeral and medical expenses.

The Virginia State Police charged Devin Juliana with a misdemeanor for reckless driving in January, though online court records list his arrest date as Feb. 10. He was released on a recognizance bond following an arraignment and bond hearing on Feb. 12.

After serving the manslaughter charges, which had been sought by Nguyen and Vu’s family, the VSP says Juliana is now being held in custody at the Fairfax County Adult Detention Center without bond.

He is scheduled to appear in Fairfax County General District Court for an adjudicatory hearing on the reckless driving charge at 9:30 a.m. on June 23. The manslaughter charges haven’t appeared yet in online records.

Virginia only classifies vehicle-related deaths as involuntary manslaughter — a felony that could result in up to 10 years of prison time — if the driver was under the influence of alcohol or drugs.

Reckless driving, meanwhile, is typically a Class 1 misdemeanor punishable with up to 12 months in jail and applies to case where speed or other reckless behavior endangered “life, limb, or property.”

“The crash remains under investigation,” the VSP said.
