Four accused of burglaries targeting victims of home fires in Fairfax County

Four men are facing charges in connection to a series of burglaries targeting victims of house fires in Fairfax County over the past year, including two incidents at the same residence, the Fairfax County Police Department said today (Oct. 28).

The FCPD says its Criminal Investigations Division (CID) detectives worked with the FBI and law enforcement partners in Maryland, Pennsylvania, Connecticut and Loudoun County to pinpoint suspects in five burglaries at four different residences across the county.

The first report of a burglary took place on Nov. 11, 2025, at a home in the 1500 block of Shellbark Place in the Dranesville area north of Herndon. A family that had returned home after it was damaged in a fire found that someone had entered the residence and damaged their gun safe.

While nothing was believed to be stolen at that time, the gun safe and the firearms inside were taken later on Nov. 23. A Porsche Macan was also stolen from the driveway and located later in Maryland.

Police said that three more burglaries were reported this spring:

Other items reportedly taken during the series of burglaries included cash, a guitar, headphones, jewelry, perfume, and purses, according to police.

By reviewing video footage, digital evidence, and traced stolen property, detectives linked the incidents together, the FCPD said. Some of the stolen property, including the firearms taken from Shellbark Place, was recovered.

The men charged are:

  • Christian Webb, 24, of Maryland, was charged with five counts of burglary, two counts of destruction of property, grand larceny, and auto theft. He is pending extradition from Pennsylvania.
  • Timothy Lowe, 23, of Maryland, was charged with four counts of burglary, two counts of destruction of property, grand larceny, and auto theft. He was released on bond and is due back in Fairfax County General District Court Dec. 29 for a preliminary hearing.
  • Emanuel Thomas, 35, of Maryland, was charged with four counts of burglary, two counts of destruction of property, grand larceny, and auto theft. He is being held in Maryland.
  • Damon Murray, 22, of Maryland, was charged with two counts of burglary, grand larceny, and conspiracy to commit grand larceny, though he is pending extradition from North Carolina.
