Superior Paving, One of the Most Respected Names in Paving, Announces New President in 2023

Stafford, VA–Superior Paving Corp. kicked off its 47th year in business with the promotion of Executive Vice President David White to President of the company. “I am humbled by the opportunity to follow in the footsteps of my predecessors and to stand shoulder to shoulder with our remarkable employees as we continue to chase excellence by leading with our values,” says David.

Bob Surface, Barton Mitchell and Ron White co-founded Superior Paving in 1976 and built the business into one of the largest paving companies in Virginia. David, Ron’s son and the second generation of leadership, began working for the company in Operations Management in 2001. Leading up to his career, David worked at Superior Paving’s asphalt plants and on paving crews–during summers in High School and College–where he learned what made the company run–skilled and devoted employees.

In 2010, David was promoted to Vice President of Operations, working closely with the company’s operations managers, plants, shop and materials teams. In 2020, he was promoted to Executive Vice President. David is an engaged member of the board of directors for the National Asphalt Pavement Association (NAPA), in June 2023 he will become Chairman of the Virginia Asphalt Association (VAA) and is a Past President of the Heavy Construction Contractors Association (HCCA). Current Executive Vice President Dave Helmick has spent over a decade working closely with David and shares that his work ethic, authenticity and positive attitude are qualities the company depends on.

Frank Surface will remain Chairman and Jim Mitchell will take on the role of CEO of Superior Paving Corp.
