The senior pastor at Crossroads Baptist Church in Bailey’s Crossroads was arrested this week in connection with allegations that he sent sexually explicit images to a teen for more than a year.
Kenneth Baldwin, a 46-year-old resident of Lincolnia, has been charged by Pennsylvania State Police with three counts of indecent exposure, six counts of open lewdness, two counts of unlawful contact with a minor, and both felony and misdemeanor counts of corrupting minors, according to court documents.
Police have accused Baldwin of sending photos of his genitals to a then-15-year-old boy he met in November 2024 when visiting a church in Pennsylvania’s Warrington Township to deliver a sermon, the York Daily Record reported.
According to Pennsylvania State Police, its York Criminal Investigation Unit was notified on May 2 that the boy, now 17, was receiving explicit images from an adult man.
An investigation found that Baldwin had exchanged phone numbers with the teen and sent “multiple explicit images a week to the victim until December 2025, police said in a press release.
Baldwin then allegedly continued to send images in May and admitted to investigators on June 12 that he had sent 15 explicit images to the teen, according to the York Daily Record.
Per court documents, state police filed a criminal complaint against Baldwin on Monday (July 20), and he was released from custody after posting $80,000 in unsecured bail yesterday (Thursday).
A preliminary hearing has been scheduled for Aug. 18 at 10:15 a.m. in York County Magisterial District Court.
“The Pennsylvania State Police have reason to believe Kenneth Baldwin shared explicit images with other juveniles,” police said. “Anyone with information on this incident or who may be a victim is asked to contact the Pennsylvania State Police, York Station at 717-428-1011 or their local law enforcement.”
Crossroads Baptist Church told FFXnow that it has “no comment at this time.”
The church appears to have been removed the staff page on its website, but an archived version states that Baldwin had served as its senior pastor since Sept. 11, 2011, noting that he is the youngest child of founding pastor Lou Baldwin.
Located at 5811 Hoffmans Lane since 1993, the church building is accompanied by a child development center built in 2013 to provide daycare to up to 150 children.
