Town Council Designates Windover Avenue Property as Historic Site: A house at 307 Windover Ave., N.W., has become the 31st property placed on the Register of Vienna Historic Structures, Sites and Places, following approval March 20 by the Vienna Town Council.

Fredric and Kristin Stapleton, who have owned the property since 2021, filed the application for the home, which was built sometime before 1910.

According to town officials, the home and its property previously were owned by Moses Commins, who made the first steel-beam plow in the United States; Harmon Salsbury, captain of the 26th Regiment of Colored Infantry; Charles Augustus Ashton, who served as Vienna’s mayor from 1932 to 1934; and Vienna community leaders Paul and Madge Cox Stenger.

Historic Vienna Inc.’s board of directors on Jan. 11 reviewed and unanimously approved the application, then forwarded its recommendation to the Town Council.

Places, sites and structures on the list are entitled to display a marker denoting their designation, officials said.

Town Council OKs Final Settlement with Police Station’s Contractor: Vienna Town Council members on March 20 unanimously awarded an additional $18,503 to the Vienna Police Headquarters’ construction contractor as part of a final settlement for the project.

The Council in October 2020 had awarded Hoar Construction a $13.9 million contract, including a 5-percent contingency allowance, to build the new police station at 215 Center St., S.

But the project later was hampered by supply-chain issues that complicated delivery of construction materials and the town made some unanticipated redesigns, which bumped up costs, town officials said.

The final project cost came to $14,167,202 following a final settlement and change order negotiated with the contractor by Downey and Scott, the firm the town hired to serve as project managers.

That final $96,272 net change order included the contractor’s $43,000 credit to the town for substantial delay in project turnover, officials said.
