Fairfax County’s efforts to become more energy efficient will get a power boost this week, as work begins on improvements at McLean’s Spring Hill Rec Center.

Set to break ground at 2 p.m. tomorrow (Wednesday), the project will add the recreation center at 1239 Spring Hill Road to a growing list of county facilities supported by solar panels. Other planned changes include pool dehumidification unit replacements, LED lighting upgrades, improved building automation systems and a new geothermal HVAC system.

“The project represents a significant step forward toward meeting the county’s goals for carbon neutrality in its facilities, fleet vehicles and operations, including 50% of county electricity from renewable sources by 2040,” the Fairfax County Park Authority said.

Adopted in July 2021, the county’s Operational Energy Strategy set 2040 as the target date for achieving carbon neutrality in its energy use — the point when it will remove as many greenhouse gas emissions as it releases.

In addition to getting half its electricity from renewable sources by 2040, the county hopes to reach carbon neutrality by cutting overall energy usage in half, transitioning to fully electric or non-carbon-emitting vehicle fleets by 2035 and producing zero waste by 2030, among other goals.

After running into some early roadblocks, particularly when it came to solar panels, the push to make the county’s facilities more energy efficient has picked up steam in recent months.

There are 22 solar projects in progress, including the Spring Hill one as well as five others that are under construction and expected to be completed this year, the Fairfax County Office of Environmental and Energy Coordination reported to the Board of Supervisors at a July 18 committee meeting.

Later this afternoon, the board will hold a public hearing on whether to lease some upcoming facilities, including the new Franconia Governmental Center and planned Mason District Police Station addition, for solar photovoltaic (PV) array installations.

The county has also finished installing 96 electric vehicle charging stations at 11 facilities and has another five locations and 116 charging spaces on the way through 2024, though the Spring Hill Rec Center isn’t on that list.

The rec center will be the county’s fifth energy efficiency retrofit project, following completed upgrades at the Cub Run and South Run rec centers and the City of Fairfax Regional Library. Improvements to the Pender Building that houses the Department of Housing and Community Development are on track to finish this November.

According to the park authority, the Spring Hill Rec Center’s new solar PV array will produce 307 kilowatts of energy, providing 13% of the building’s annual electricity.

“That’s enough energy to power 33 homes, annually,” FCPA spokesperson Benjamin Boxer said.

Coordinated by energy service contractor CMTA, the upgrades are collectively expected to reduce the facility’s electric consumption by 19% and gas consumption by 29% each year, the FCPA says.

The park authority anticipates finishing work on the project by late summer 2024.

“There may be occasional, temporary disruptions to Rec Center operations due to construction activities, but the Park Authority will work to minimize any impacts to our patrons,” Boxer said.

Offering classes, camps and one of the FCPA’s three licensed preschools, the Spring Hill Rec Center hosts a 15,000-square-foot fitness center, an indoor gym, a swimming pool and spa, and various outdoor facilities, including a playground and baseball and soccer fields.

Additional growth in the Town of Herndon is prompting town officials to consider adding additional capacity to its sewer system.

At a Herndon Town Council work session on Tuesday (July 11), Public Works Director Tammy Chastain told the council that the town is working with Fairfax County to install a new sewer pump station. The project would take roughly two years to design and three years to construct.

Additional development and growth — particularly in the Herndon Transit-Oriented Core and the Transit Related Growth areas — is expected to place more strain on public utilities overall, Chastain said. The town is in the midst of planning ways to accommodate that growth, she said.

“We need to look at our utilities,” Chastain said.

The town is considering two sites for the pump station. So far, officials are favoring a site opposite Marjorie Lane and Herndon Parkway that preserves an undeveloped area and does not require any easements. The location is also further away from historic structures and a swim club, Chastain said.

The area will flow into the Sugarland Run sewer lane.

Chastain said the pump station is needed because the capacity of the regional Potomac Interceptor is maxed out.

The county will share the cost and capacity of the project. The timing of the project is dependent on development, Chastain said.

A planned renovation of Armstrong Elementary School in Reston will include a new main entrance vestibule (via FCPS)

The renovation of Reston’s Armstrong Elementary School is expected to begin in the spring of next year, according to Fairfax County Public Schools.

The school system has formally submitted a proposal before the county to add 126,000 square feet and modern amenities to the school.

“The increase in space will accommodate anticipated future enrollment,” FCPS spokesperson Julie Moult said. “Additions will provide a new administration wing with a new main entrance vestibule, a new library, an extension of the classroom wing, and two new pre-K classrooms. Renovations will enhance current classrooms and learning and support spaces, improve the bus and kiss and ride loop, and create new outdoor play areas.”

The project is currently in the design phase and was funded by a 2021 bond, Moult wrote in a statement. Built in 1985, the school’s current enrollment is 360 — well under its design capacity of 786 students — but the school building is in need of “significant” improvements, according to the application.

The renovated building will feature a new one-story administrative suite and a two-story classroom addition along the front of the school building. A one-story library addition is also planned on the west side.

“With the proposed renovations, the existing design capacity will increase by 14 students for a design capacity of 800 students,” the application states.

Three new playgrounds are also planned on the southern portion of the property. The parking lot will also get 36 more spaces on the existing playground area — a number that includes eight ADA spaces.

The project is expected to finish in the summer of 2026.

Questions continue to swirl around Lake Accotink Park’s long-term future, but that hasn’t stopped Fairfax County from pursuing some needed facility upgrades.

This Saturday (June 3), the Fairfax County Park Authority will celebrate the completion of its new Accotink Creek Crossing, a 320-foot-long concrete trail and 325-foot, elevated pedestrian bridge that closes 3.9-mile trail loop around the North Springfield park.

Coinciding with National Trails Day, the ribbon-cutting ceremony at 8:30 a.m. will be followed by a full day of outdoor activities, including nature and history hikes and a trail bicycle ride.

Under construction since last summer, the new crossing has improved the conditions and slope of the trail at the Lake Accotink dam outfall, according to the park authority.

“The previous stream crossing at the outfall of the Lake Accotink dam was subject to sudden and frequent flooding, often stranding trail users and tempting them to wade through swiftly moving water,” the authority said. “Additionally, excessive storm damage necessitated the total reconstruction of the trail twice within the last five years.”

The project was funded with just over $3 million from park bonds.

Playground replacement expected this year

Other impending improvements include an overhaul of the park’s playground, which has been out of commission since November after an inspector determined that the aging equipment was unsafe to use.

With $300,000 approved for a replacement, the park authority recently unveiled a design concept showcasing the features planned for the new playground, including a tower structure with a slide, four swings, a climbing net, a bouldering feature, a music feature, and a playhouse.

“In the interest of delivering a functional, safe and enjoyable playground experience as quickly as possible, this particular project was conducted as an in-kind replacement,” meaning it will fit within the footprint of the existing playground, FCPA spokesperson Benjamin Boxer said.

The new equipment is expected to be installed late this summer or by early fall, though the timeline could be revised “as ordering, delivery and installation details are finalized,” according to Boxer.

As the county develops a vision for the park’s future, which might not include a lake, the park authority says it intends to recommend adding a second, larger playground. Read More

The Herndon Town Council is poised to approve its capital projects plan.

Known as the Capital Improvement Program (CIP), the six-year schedule sets funding plans for the town’s infrastructure projects and is incorporated as part of the operating budget.

This year’s $25.4 million plan includes new projects like sidewalk improvements along Spring Street and Locus Street. In recent years, residents have called on the town to improve safety and security for pedestrians in those specific areas.

The town is proposing nearly $1.4 million in funding to construct ADA-compliant 5-foot-wide sidewalks and curb-and-gutter along both sides of old Spring Street. The project would also include curb-cuts and crosswalks, extending from Locust Street to the new Spring Street.

The Locust Street project — which would also cost nearly $1.4 million — also includes sidewalks and curb-and-gutter along both sides of Locust Street. It would extend from old Spring Street to Elden Street.

Both projects may need to be constructed in phases, according to the proposal.

The Herndon Town Council is expected to discuss the proposed CIP for 2025-2029 at a work session tonight (Tuesday).

This year’s program continues to benefit from federal funding through the American Rescue Plan Act.

In a presentation, staff noted that many of the projects included in the plan are “addressing aging and deteriorating infrastructure.” The presentation described the plan as “reasonable,” given the current financial climate faced by the town and throughout the country.

A new project to implement life cycle updates at Herndon Community Center is also on the books.

The life-cycle projects, which would cost roughly $1.4 million, are not yet set in stone. The town plans to complete an analysis of the project’s scope by fiscal year 2029 in order to determine what areas need upgrades and replacement. The proposal notes that the roof needs to be replaced.

According to the proposal:

The racquetball court, fitness room, locker rooms, and gym HVAC units were last replaced in 2005 with a useful lifespan of 20 years. An analysis should be completed in FY28 to determine the project scope, estimated replacement schedule and construction costs. This project will replace and upgrade the units and address any duct and related infrastructure work needed to facilitate the new units.

The town also anticipates replacing the floor of three racquetball courts, which was last installed in 1989, and additional work on the sidewalls.

The massive renovation of Lake Thoreau’s pool is likely to be completed by late August or early September.

Reston Association spokesperson Mike Leone told FFXnow that the renovation is on track to finish later in the summer. If it’s completed by early September, RA’s Board of Directors will determine if the pool will reopen this year, since only a few weeks would remain in the pool season.

“It is a timing issue,” Leone wrote in a statement.

So far, the project is roughly 65% complete, according to a recent Reston Today video, which is produced by RA.

The new, roughly $3.5 million facility will include a pool with six lap lanes, a ramp to provide ADA access, a redesigned deck, a larger 25-space parking lot, an overlook with a pollinator garden, and expanded bathhouses, which have been moved away from the spa.

The pool has been closed since 2020 and was scheduled to break ground two falls ago. In the latest update to the RA board, staff reported that the pool was roughly one month behind schedule.

Chris Schumaker, RA’s capital projects director, said work on ADA-compliant areas is underway. An ADA ramp will lead to the main area, and the future elevated deck will extend from the edge of the pool and overlook the lake area.

Schumaker also said an issue with the retaining wall prompted a relocation of the new spa — a move that allowed the area to become ADA-accessible and cover a larger footprint.

“Due to retaining wall issues on the site, we had to relocate the spa,” Schumaker said.

The bathhouse has also been fully gutted, leading towards the 400-square-foot addition’s completion. It will also include a family bathroom.

In the fifth and last phase of RA’s pool season, only three pools are open from Sept. 5 through Sept. 24.

Residents are sounding off about a proposal to renovate the Barton Hill tennis courts in Reston.

Concerns about noise management dominated a March 22 community meeting where staff offered an update on the project, which would convert some tennis courts into six permanent pickleball courts.

Megan Murphy, a mom of two who moved from Rosslyn to Reston for the calm of the latter’s more suburban environment, said the pickleball court could compromise the quietness she desired for her 5-year-old child, who has special needs.

“I’m so excited for all the pickleball players that you have found your passion, that you found your love, that you’ve got something that’s getting you out there and active and social,” Murphy said. “But I think we need to be really careful and not just footstep all of the concerns that people have expressed.”

Concerns about the noisiness of the popular sport have mounted nationwide. Earlier this year, the Town of Vienna cut restricted pickleball hours at Glyndon Park due to noise complaints. Over in Arlington, the sport has fueled warring flier campaigns between neighbors and lawsuit threats.

The tennis courts on the west side of the facility at 1901 Barton Hill Road would have blended lines to allow additional courts as needed, and dividers would separate pickleball and tennis courts.

Both parking lots will be repaved, and drainage improvements are planned at the southeast corner of the site. The project is currently in the early phases of planning and scoping. Construction could begin later this year, depending on the approval process.

Chris Schumaker, Reston Association’s director of capital projects, said a noise study at the Autumnwood pickleball courts found that decibel levels did not exceed 60 or 100 beyond 150 feet of the facility. The March 9 study was done during peak afternoon play when all pickleball and hybrid courts were at capacity, according to RA.

The sound for pickleball ranges from 57 to 79 decibels, depending on proximity and the type of equipment used. That is 25 decibels more than a tennis racket hitting a ball, according to the Los Angeles Times.

Schumaker also noted that scheduling for pickleball and nearby soccer events can be staggered to reduce the chances of overflow into the street.

“What we did did is a preemptive measure to kind of see what we are dealing with from a data standpoint,” Schumaker told residents.

Laura David, a local resident, said she was concerned the “wonderful enthusiasm” of pickleball players would attract crowds, teams waiting for a turn, and significant noise in a natural habitat ravine near the property, which has a neighborhood in roughly 1,000 feet of the courts.

“There’s no way parking and traffic will be safe for our kids on bikes, for our people walking dogs, and for the general appreciation of a Sunday morning 7 a.m. quiet cup of coffee on the deck of our back of our properties,” David said.

In response to reservations about the safety of an adjacent crosswalk where turning vehicles are faced with a blind side, Schumaker emphasized that any changes would require VDOT approval and are not part of the project.

Rob Richardson, a player and local resident, said it was important to acknowledge that the scenario of having 24 players on the court and 24 waiting for their turn may only occur during peak hours. But he also conceded that “no one wants pickleball in their backyard,” and he might be opposed if it was in his.

Others voiced concerns about tension between tennis and pickleball players in the hybrid facility.

“The pickleball/tennis battle…can get nasty and contested,” resident Renee Shipe said. She suggested that RA implement a possible reservation system or process improvements to help enforce rules and regulations.

RA CEO Mac Cummins said the current plans are preliminary, and the feedback may inform future changes.

“Part of our job is to hear you all tonight and report back tot he board and make the final financial decision,” Cummins said.

A proposal for improvements to the Hook Road Recreation Area in Reston is currently under review by the county.

The plan would include new pedestrian walkways, traffic safety measures, improvements to existing pedestrian walkways, a restroom pavilion and the repositioning of a baseball field on the site.

At a Reston Association Board of Directors’ meeting on March 23, capital projects director Chris Schumaker said a site plan has been resubmitted to the county after an initial round of comments. RA is also working on drafting an application that will go before the Design Review Board.

A timeline for both initiatives was not known, but members noted that the county must respond to RA’s submittal within 45 days of receipt.

Board member John Farrell pushed staff to stay on top of the expeditious review of the proposal. He said he was gravely concerned about the need for traffic safety improvement measures.

Years ago, when he coached at the park, Farrell spent most of his time trying to keep kids or their siblings out of the street, he said.

“We can’t move those backstops and get those kids out of those streets without this site plan approved. I’ve been banging on this before I even got on the board and I don’t want to have a seven year old get killed on that street,” Farrell said.

RA CEO Mac Cummins said staff is working on the issue and would receive Fairfax County’s approval soon. Permit fees are currently being processed for payment, Schumaker added.

The project is in the early phases of design, architecture and engineering. Procurement will follow after the current phase is completed.

The recreation area was developed in 1965 with the addition of tennis and basketball amenities in 1973.

Facing financial constraints, Fairfax County hopes to defer some public safety projects as part of its bond referendum plan.

At a Fairfax County Planning Commission meeeting late last month, county staff announced intentions to establish a 2024 bond referendum for the Tysons Fire Station. The move would push a referendum for the Chantilly Fire Station from 2024 to 2030 and plans for the fire department’s well-fit training facility to 2030.

The discussion comes as part of the county’s proposed Capital Improvement Plan (CIP) for fiscal years 2024-2028, which was unveiled on Feb. 21 in conjunction with a proposed county budget.

A significant portion of the bond program goes to required contributions toward Metro, county staff say.

“It eats into our capacity for other program areas,” Martha Reed, the capital programs coordinator of the Department of Management and Budget, said.

According to Reed, fire department officials were comfortable with postponing the planned project for a new Chantilly Fire Station. The building, which is currently aging, is surrounded by a new development. She also noted that there are early and preliminary talks to redevelop the fire station.

Public safety officials also said they were comfortable with delaying a referendum for a new police station in Tysons.

The county is considering including a new place for the Criminal Justice Academy in the 2024 bond referendum, which would push out a referendum for Tysons Police Station to 2030.

In other parts of the county, a new Chantilly Library was pushed out from 2026 to 2032.

The Tysons Fire Station is the Fairfax County Fire and Rescue Department’s top priority, according to a summary of the proposed CIP. The county has money for the project design, but not enough for construction, and funds from proffers were also delayed, Reed said.

The project deferrals reflect challenges with the county’s bond referendum plan — namely backlogs in unsold bonds. After they’re approved by voters, bonds must be sold within eight years unless the courts grant a possible two-year extension.

Challenges include restrictions on annual bond sale amounts, changes to projects after voter approval, and project delays, Reed said.

Additionally, the county has factored in a roughly 10 to 12% buffer to project costs due to inflation and escalating costs in construction bids.

A report by a joint county and schools CIP committee recommended devoting one penny on the real estate tax rate toward debt service payments.

The report, completed in 2021, also recommended gradually increasing the limit on annual General Obligation bond sales from $300 to $400 million. Bonds are typically what finance most capital projects.

The county is also exploring other sources for project funding. The old Mount Vernon High School redevelopment, for example, will be supported by Fairfax County Redevelopment and Housing Authority bonds. The Tysons Community Center relies on a partnership with the Dominion Square developers.

Bonds by the Fairfax County Economic Development Authority are expected to be sold in fiscal year 2024, which begins on July 1.

But Dranesville District Commissioner John Ulfelder said he was concerned about the Tysons police station’s deferral “in light of current events” in the area, namely the recent fatal police shooting at Tysons Corner Center.

“My concern is there is a fair amount of crime in Tysons, or certainty it gets publicity,” Ulfelder said.

The county will revisit its CIP with the commission on March 29, followed by public hearings before the Board of Supervisors on April 11, 12, and 13. The final version will be adopted on May 2.

Undeveloped land in Mount Vernon near Richmond Highway that had been eyed for an elementary school is now being considered for an early childhood education center instead.

As part of its approval of the latest Capital Improvements Program (CIP) on Feb. 9, the Fairfax County School Board voted unanimously to reallocate $500,000 in bond funding to the proposed center, which will take the place of a planned Route 1/Pinewood Lakes elementary school.

The money will help Fairfax County Public Schools start planning and designing the facility earlier than previously anticipated in the spending plan, according to School Board Vice Chair Tamara Derenak Kaufax, who represents the Franconia District and proposed the amendment.

“Based on the current budget, this project would have available approximately 15,000 to 20,000 square feet for dedicated classroom use,” Derenak Kaufax said during the board meeting (at the 5:17:33 mark). “The space would allow for up to 400 pre-K, Early Head Start or preschool special education students to gain that critical, strong educational start.”

The center will be located in the Woodlawn neighborhood on 10 acres of land owned by the school board next to Buckman Road near Lakepark Drive. The board also has a smaller, adjacent site at 4300 Keswick Road, but only the larger parcel will be used, Derenak Kaufax told FFXnow.

FCPS first proposed building an elementary school to serve the northern Route 1 corridor in 2013. Voters approved a school bond referendum that November that included nearly $21.2 million for the project — funds still listed in the newly approved CIP for fiscal years 2024-2028 as “projected future project spending.”

However, after the referendum passed, the Department of Defense moved over 11,000 jobs in the area to Fort Belvoir, and FCPS got federal grant funds to build an elementary school on the military base, “alleviating the immediate capacity need” for the Route 1 school, Derenak Kaufax told the school board.

FCPS administrators wrote a report last spring recommending the site be used for a standalone pre-kindergarten center, and Superintendent Michelle Reid brought the proposal to the school board on Sept. 12.

While Fairfax County has seen a general dip in child care options during the pandemic, the need for more early childhood education capacity, particularly in the Richmond Highway corridor, was “significant” even before Covid, Mount Vernon District School Board Representative Karen Corbett-Sanders said.
