A man identified earlier as a person of interest in a woman’s suspicious death in Hybla Valley on Monday (Feb. 23) has been arrested and charged with second-degree murder, Fairfax County police announced on Wednesday (Feb. 25).
Police had pegged Abdul Jalloh, 32, as the last person to see Stephanie Minter, a 41-year-old woman from Fredericksburg who was found dead with “upper body trauma” at a bus stop in the 7400 block of Richmond Highway.
Minter is believed to have arrived at the bus stop near the Richmond Highway and Arlington Drive intersection between 6 and 7 p.m., Fairfax County Police Department Capt. Chris Cosgriff said in a press briefing Monday night.
“We believe a community member called 911,” Cosgriff said. “Officers responded to that call for service shortly after 7 p.m. and discovered the adult female in the bus stop. The officers rendered aid. However, she was pronounced deceased at the scene.”
While Cosgriff initially said it was “too early to know” whether Minter’s injuries were due to stabbing or gunshot wounds, Police Chief Kevin Davis confirmed to FOX5 on Tuesday (Feb. 24) that the woman “was apparently stabbed several times for no reason whatsoever at a bus stop.”
Surveillance footage showed Jalloh exiting a bus with Minter at Richmond Highway and Arlington Drive, suggesting he was the last person to be seen with her, according to the FCPD.
Based on that footage and interviews, the FCPD announced that Jalloh was a person of interest in the case and released an undated photo of him sitting on a bus, asking anyone with information on his whereabouts to contact law enforcement by calling 911 or 1-866-411-TIPS.

According to the FCPD, Jalloh was ultimately arrested on Tuesday after he went into a business in the 8600 block of Richmond Highway in Woodlawn around 4 p.m., and an employee there recognized him as the reported person of interest. The worker called the police, who found Jalloh and took him into custody.
In addition to second-degree murder, Jalloh has been charged separately with petit larceny for a theft reported earlier on Tuesday at a business about a block away from where he was arrested, the FCPD said.
Currently in custody at the Fairfax County Adult Detention Center without bond, he’s scheduled to appear for an adjudicatory hearing on the petit larceny charge on April 8, according to online court records, which don’t show dates for the murder charge yet.
According to Cosgriff, Minter was the third victim of a homicide in Fairfax County this year, following a triple stabbing in Mantua yesterday morning that ended with two women dead and the perpetrator being fatally shot by police officers.
