A former Inova Health System physical therapist accused of sexually assaulting a patient last year is scheduled to enter a plea after four additional women reported similar allegations against him.
Samuel Young Choi, 35, of Chantilly faces five counts of aggravated sexual battery in Fairfax County Circuit Court for several alleged assaults between 2022 and 2025 against at least five women.
Choi was arrested in September 2025 after a woman reported to police that he had assaulted her during an appointment at Inova’s Center for Personalized Health campus in Merrifield.
According to the criminal complaint, the woman told police that she previously had an inappropriate experience during a session with Choi so she decided to record her next session. During the appointment, Choi noticed he was being recorded, took the woman’s phone and “made various threats” if she didn’t delete the video, she said.
He initially refused to let her leave, she said, but eventually did let her go while keeping her phone. Police said they never recovered the phone.
After his arrest, police served a search warrant on Inova for Choi’s records and found another complaint that had been filed against him in 2022.
When contacted by police, the complainant said that, in March 2022, Choi put her hands flat on the wall and pressed his erection against her, according to court documents. In later sessions, Choi allegedly pressed her hand against his crotch, touched her over her clothes and stuck his hand down the back of her pants.
After Choi’s arrest became public, a third woman contacted the police and alleged that he had assaulted her at four appointments in November 2024. She said Choi would close a privacy curtain, have her bend down and then place his hands on her neck and stomach while rubbing his genitals on her backside. The woman said he’d then open the privacy curtain and continue the appointment as if nothing had happened.
Two more women contacted police about incidents on Oct. 20, 2023, and Aug. 19, 2024. Details of those complaints were not listed in court documents reviewed by FFXnow.
Choi was initially charged in Fairfax County General District Court with six counts of aggravated sexual battery, robbery and abduction. Once the case was certified to the circuit court, those charges were all dropped by prosecutors for the five charges now pending.
Choi, who is currently free on a $35,000 bond, is next scheduled to appear in court for a hearing on Dec. 2 on the five pending charges, which could each carry up to 20 years in prison.
According to court records, the hearing is for a plea and a waiver of Choi’s right to have his felony cases presented to a grand jury. The decision to schedule a plea hearing means Choi is expected to enter a guilty plea, the Fairfax County Commonwealth’s Attorney’s Office told FFXnow.
At the time of his arrest, Inova placed Choi on administrative leave, and a spokesperson confirmed to FFXnow today that his employment has since been terminated. Court documents indicated he was working at an unnamed restaurant, as of late last year.
