Apartments pitched to replace developer’s former office building in Tysons

Developers Southern Management and Insight Property Group have proposed redeveloping the office building at 1950 Old Gallows Road in Tysons with a residential apartment building (via Torti Gallas and Partners/Fairfax County)

After years of overseeing projects around the D.C. region, Southern Management’s old Tysons office could be the scene of a new redevelopment.

Southern Management, which relocated its offices to Valo Park (7950 Jones Branch Drive) a couple of years ago, has enlisted Insight Property Group for a proposal to raze the building at 1950 Old Gallows Road near the Leesburg Pike/I-495 interchange and replace it with a new, 304-unit apartment building.

The rezoning application, filed with Fairfax County in late May, called the project a chance to deliver a new “gateway” at the southern end of Tysons.

“The rezoning and redevelopment of 1950 Old Gallows Road is an opportunity to deliver a new gateway development on the southern end of Tysons that furthers the County’s vision as outlined in its Comprehensive Plan,” the application said.

The application calls the site a “transition point” between the low-density residential communities on the south side of Gallows Road and the intensive retail and offices that dominate the rest of Tysons.

The new five to six-story building is planned to include 304 units in a gross floor area of 313,923 square feet.

The site will also feature a small urban park at the southern tip of the site, described in the application as an “urban oasis” with a common green area separated from nearby roadways and designed as an area for games, movie night, yoga and other activities.

According to the application, the 34,800-square-foot park would provide connections to the parks and plazas in the Flats at Tysons Corner, another office-to-residential development planned on the “superblock” that includes the Fairfax Square shopping center.

Proposed private amenities for future residents of Southern Management’s development include a swimming pool, lounging areas and an “interim” dog run that would eventually be replaced by an extension of Boone Blvd to Old Gallows Road.

Potential transportation changes include:

  • A consolidation of the driveways into the 4-acre site down to a single access point from Old Gallows Road
  • Sidewalks measuring 6 to 8 feet wide along Old Gallows, Gallows Branch and Gallows roads
  • A narrowing of Old Gallows Road to conform with the county’s Comprehensive Plan

Old Gallows Road currently features two travel lanes in each direction, with the southbound lanes morphing into turn lanes once they near Gallows Branch Road. The roadway is designated as a local street in the comprehensive plan, which dictates that it should accommodate low traffic volumes with one travel lane in each direction flanked by on-street parking.

“The existing turn lanes servicing only the office building will be removed and recast into usable public sidewalk and streetscape,” Southern Management and Insight Property Group’s application says.

County staff are currently reviewing the application to determine whether it should be accepted for a formal analysis.
