The Fairfax County Board of Supervisors has approved plans for redeveloping the 40-acre Prosperity Business Campus, located between the Mosaic District and Dunn Loring Metro station, in Merrifield.
Developer EYA has proposed two options for replacing the existing office park: one with about 1,700 residential units or another with about 1,900 units. Both would include a small amount of retail space and more than 5 acres of publicly accessible parks.
Among the park spaces will be a “central green” area to serve as a community gathering space and for other uses. A butterfly garden is also planned.
The development plan, five years in the making, will “turn this aging industrial campus into the complete neighborhood we hoped for,” Providence District Supervisor Dalia Palchik said leading up to the 10-0 vote in support of the zoning changes.
The switch from office/industrial development to housing will be phased in over time. Residential units will be a mix of multifamily and townhouses.
As part of the plan, Prosperity Avenue running along the site will be narrowed, with landscaped medians and an adjacent shared-use path added.
The public hearing prior to the vote attracted no speakers, pro or con. Both the Fairfax County Planning Commission and county staff supported approval of the rezoning application, which built on a comprehensive plan amendment implemented last year.
Depending on the option chosen by the future developer, between 157 and 264 units of affordable and workforce housing will be incorporated into the site.
PM Home Associates, an affiliate of EYA, submitted plans earlier this year to build 156 townhouses for the first phase of the overall redevelopment.
Its proposed final development plan for that phase will be reviewed by the planning commission for approval at a public hearing on Sept. 30.
