Herndon man charged with DWI for crash that killed teen

A crash in Centreville that killed a teenager last Thursday (Feb. 27) was the result of a drunk driver, Fairfax County police say.

Officers responded at 10:28 p.m. that night to the 5600 block of Pleasant Valley Road for the two-vehicle crash.

According to the Fairfax County Police Department, a preliminary investigation indicates that the crash occurred when Carlos Parada-Hernandez, a 23-year-old from Herndon, crossed the road’s double yellow line while heading north in a 2023 Toyota Corolla.

When Parada-Hernandez drifted into the southbound lanes, he crashed head-on into a 2013 Toyota Camry, police say. The Camry’s driver, a 16-year-old girl, was taken to a hospital, where she died from her injuries later that night.

Parada-Hernandez was arrested and has been charged with driving while intoxicated. He’s now being held at the Fairfax County Adult Detention Center without bond, according to the FCPD.

“Detectives are continuing to investigate the circumstances surrounding the crash,” the FCPD said.

There have now been five fatal crashes in Fairfax County this year, including one that killed a motorcyclist on Route 28, two single-vehicle crashes on the Franconia-Springfield Parkway and Sterling Road in Herndon, and a hit-and-run that killed a pedestrian on Richmond Highway.

Pedestrian injured, but expected to survive Richmond Highway crash

That same night, police also responded to a crash that seriously injured a pedestrian in Woodlawn.

Officers were dispatched around 9:04 p.m. to Richmond Highway at Woodlawn Court after a driver reportedly “ran over” a pedestrian, according to scanner traffic. The vehicle was described as a white SUV.

“The pedestrian, an adult man, was taken to the hospital with life threatening injuries,” the FCPD said in a social media post at 10:15 p.m. “The driver remained on scene.”

Southbound Richmond Highway was closed at the intersection, which is near the Woodlawn Shopping Center, into Friday (Feb. 28) morning, while crash reconstruction detectives investigated.

The pedestrian’s injuries have subsequently determined to be non-life-threatening, an FCPD spokesperson told FFXnow last night (Sunday).

“Preliminarily, detectives believe the pedestrian was outside of a crosswalk when they were struck by a vehicle,” the FCPD said. “Alcohol is also believed to be a factor for the pedestrian. Charges are not anticipated at this time.”

According to preliminary state data, the Fairfax County section of Richmond Highway has been the site of 22 crashes involving pedestrians so far in 2025, including the previously mentioned fatal hit-and-run. The driver in that crash still hasn’t been identified.
